The Board of Education represents the owners of the Gainesville City Schools - all citizens of the district.  To this end, the Board has approved expectations, as well as the means to achieve these results.  Annual operational plans are being developed to meet each of the goals.  Indicators/annual results will be the means of measuring our progress.

As a result of the Gainesville City Schools efforts, the Board will hold the Superintendent Accountable along with the Leadership Teams and Measure Performance utilizing the following goals.

Results:  The objective has been met.  In addition to the Special Education Report cited here, Goal 1 Objective 1 has the monthly reports provided by each school on 'strategies to improve test scores'.  These strategies have addressed the utilization of our standards and technology to improve academic achievement for all students, as well as providing accountability.

Results:  The objective has been met.  Again, Goal 1 Objective 1 provides direct links to all of the reports by literacy coaches in schools during their monthly performance accountability reports.  The enormous number of data has been utilized accurately by teachers to differentiate curriculum to meet the needs of students.

    Results:  The objective as not been met.  While the increase of 50% is ambitious, and will be required with the new restructuring of the middle schools proposed for the State of Georgia, our growth was at 31%, quite an accomplishment but will require additional work.

  • Objective 16:  By November 5, 2003, to create a K-12 technology curriculum that addresses all state requirements for mastery of computer skills and timely implementation.  In addition, levels of training and competency assessment will be established for all faculty and staff.  The role of laptop computers will be established, and a timeline for required training for faculty and identification of implementation for students beginning in grade 4 when funding is established.     Results:  The objective has been met.  Robert Thorpe and  staff have presented a plan and have moved from the implementation of the past academies and discipline, with the new 'Sheriff' to a focus of academic success and achievement for all students, with expanded accountability for all teachers.  The accountability links can be reached by accessing the Gainesville Middle School's web page or Superintendent's Page under Goal 1 Objective 1.

    Note:  In addition, a new staffing plan has been presented to the Board for restructuring the middle school.

     

  • Objective 19:  By December 5, 2003, to create a community focus on reading, with community reading/discussion groups utilizing groups such as Chamber of Commerce or PTA/SIC and ministerial alliance. (new - 3.0)


Hall Reads Together

Results:  The objective has been met.  Mike Bull will introduce in conjunction with the Hall County Library System, a reading discussion group in April 2004.  This will be expanded in 2004-2005 to include separate readings for each of our schools.

GOAL 2:  To provide fiscal accountability to the citizens of Gainesville/Hall County.

  • Objective 1:  Produce budget documents and establish budget process as defined at the July 2003 retreat and approved by the Board of Education. (4.0)
     

Results:  Objective has been met.  In addition, one page summaries for each school and district were introduced at May 17, 2004 Board Meeting.

  • Objective 2:  Produce and distribute quarterly reports to the Board of Education, which indicate (a) amount budgeted, (b) amount spent, (c) amount encumbered. (5.0)

Results:  The objective has been met.   The Assistant Superintendent provided a syllabus for all activities to receive a supplement.

 

  • Objective 9:  By December 20, 2003, to complete a study of our school district goals for Gainesville 2008, with emphasis on program expansion, class sizes, supplements, performance accountability pay, and site-based budgeting. (new - 4.0)

Results:  Due to budget cuts, the study was extended to December 20, 2004.

  • Objective 10:  By January 1, 2004, to review all existing school and district financial procedures and provide recommendations for accountability. (new - 5.0)
     

Results:  Due to transition to Ms. Parsons the review has been extended to January 2005.

GOAL 3:  To provide clean, safe and educationally appropriate facilities                      conducive to learning.

Results:  The objective is ongoing.  A partnership with multiple agencies is studying options.

  • Objective 7:  To complete a review of all campus crisis plans and campus safety controls by November 10, 2003.  Budget recommendations will be reported to the Board by March 2004, to address any safety issues. (new - 3.67)

    Results:  The objective has been met.  The Board  has approved the new evaluation cycle that was provided at the November 2003 Board Meeting.  Administrators are providing increased evaluation support for all faculties.  This has been expanded to include beginning of the year,  mid-year, and end of the year conferences for teacher/classified staff growth.  In addition the literacy coaches involvement with the understanding of data and demonstration of instruction has provided increased support for all school personnel.
