Needs Assessment – Centennial’s Plan for Student Assessment
Assessment Tools
DIBELS (Dynamic Indicators of Basic Early Literacy Skills)—assessment system designed to assess student progress in kindergarten thru fifth grade. The DIBELS assesses phonological awareness, alphabetic principle, and fluency with connected text. Each student will be assessed at the beginning (August), middle (January) and end of the year (May) to allow for timely instructional feedback. Students determined to be “at risk” will receive progress monitoring by the classroom teacher every 2 weeks. Students determined to be at “some risk” will receive monthly progress monitoring by the classroom teacher. Progress monitoring scores will be submitted to the literacy coaches.
Developmental Spelling Analysis (DSA) –includes screening inventory to determine developmental stage of spelling development and two feature inventories that determine particular instructional needs of students. Grades 1-5 will administer 2 times per year, August & January. Kindergarten may administer in January and then again in May to students determined to be ready. (Kindergarten inventory portion)
Rigby Benchmark Assessment—an individual reading inventory that assesses fluency and comprehension through running records, questioning, and retelling. Initial assessment will place students in appropriate instructional level text for direct instruction in reading. Students will be assessed with a benchmark assessment each time they move to a new level of text. Students need an accuracy rate of 90% or above, score at least 75-80% on the comprehension check, and meet the fluency goals for each level before moving on to the next level.
Writing Samples—teachers will collect student writing samples at least 3 times per year
State Wide Writing Assessment in grades 3 & 5
CRCT—Administered to grades 1-5 in April.
ITBS—Grades 3 & 5 in November.
Pre/Post Tests in Math, Language Arts and Reading for grades 1-5; Science and Multiplication for grades 3-5.
GKAP-R—given fall, winter, and spring of kindergarten.
RED READING FOLDERS
Teachers will maintain assessment portfolios (red folders) for each student. Items to include in the portfolio include:
Running records—conduct a running record every 2 weeks on children reading below grade level; once a month on students reading on/above grade level
DIBELS Progress Monitoring Booklets
Developmental Spelling Analysis Screening/Inventories
Benchmark Assessments from Rigby

Types of Assessments
Screening Tests—quick assessments designed to alert teachers to the presence of a problem in a specific area. They allow the teacher to separate a group of children who need additional help from the ones who do not. The DIBELS is an example of a screening assessment.
Diagnostic Tests—these measures are designed to identify specific instructional needs. They are usually administered after a problem has been identified. The Ganske DSA is an example of a diagnostic test. Example: The DIBELS screening would first identify the presence of a problem with decoding, and the DSA could then provide detailed information about the decoding problem, such as a problem with short vowels. This then allows the teacher to plan effective instruction to address the problem. The Scholastic Reading Inventory can be used as a diagnostic test to pinpoint problems with comprehension.
Progress-Monitoring Tests—these measures are designed to monitor the student’s progress from time to time in order to determine whether instruction is having the desired effect. Progress monitoring tests are quick measures designed to be given periodically with little disruption to classroom instruction. In addition to the DIBELS Progress Monitoring tests, running records and anecdotal notes are also examples of progress monitoring informal assessments.
Outcome Tests—these measures are indicators of long-term growth. Outcome tests include the ITBS and the CRCT. The Scholastic Reading Inventory is also an example of an outcome test. When used to gauge trends in achievement from fall to spring, the DIBELS measure is also an outcome test.
When used together, the system of screening, diagnostic, and progress-monitoring assessments help ensure that instruction targets children’s needs. This type of instructional planning is sometimes described as “data-driven.”
