Benefits
As a benefits-eligible employee, your total compensation is more than just the dollars you receive in your paycheck. Benefits Overview
Benefits Eligibility
Employee: All full-time employees working at least 20 or more hours per week are eligible to participate in the benefit plans.
Dependents: Your legal spouse; dependent child(ren) under the age of 26; and your dependent child(ren) certified as medically disabled prior to their 26th birthday.
Note: You will be required to show documentation of your relationship to a dependent. Examples include a marriage certificate, birth certificate, adoption certificate and income tax returns.
Enrolling in Coverage
You can enroll within 31 days of your employment or your benefits eligibility date. After that, you can enroll or make changes to your coverage:
- During the annual Open Enrollment period (held in the fall)
- When you experience a qualified change in family status
To enroll, access the ADP portal and enter user name and password. For first-time users, see instructions for how to enroll.
Retirement Enrollment
GCSS participates in Social Security, Georgia Teachers Retirement System; and Public School Employees Retirement System of Georgia. You will be automatically enrolled in these plans.
Qualifying Events
GCSS allows members to pay premiums on a pre-tax basis by adhering to IRS section 125. Under this program, the IRS has established strict rules regarding the changes you may make to your plans. The choices made during the open enrollment period must remain in effect for the entire plan year (January 1- December 31). Exceptions are permitted under IRS rules when a member has a qualifying event. You must consult your Benefits Administrator immediately, and you will have 31 days from the date of the event to make changes. This includes events that occur during the summer or holiday breaks while you may not be at work. Qualifying events include:
- Marriage
- Divorce
- Birth or adoption of a child, or having a child placed in your custody or guardianship through the court
- Death of a spouse or covered dependent
- Becoming eligible (or losing eligibility) for Medicare, Medicaid, or PeachCare
- If your spouse's employment status changes causing a gain or loss of eligibility for coverage
- Change in a spouse's employer causing gain or loss of coverage
- A change in residence to an area not covered by your current option
- If your spouse changes coverage during his/her employer's Open Enrollment period
- If a Qualified Medical Child Support Order is established for a dependent
- Enrollment in Marketplace coverage
When Coverage Begins
Your benefits coverage becomes effective the first month following one full calendar month of employment, unless the hire date is concurrent with the first of the month. If the hire date concurrent with the first of the month, then coverage is effective the first month following the hire date.
How to Enroll/First Time Registration
Complete the registration process on/after the first day of employment.
How to Enroll in State Health Benefit?
For first time users, visit the SHBP Enrollment Portal.
- Click on Register Here.
- Enter SHBP-GA as the registration code. It can be all caps or all lower case.
- Enter all requested information on steps 2-7. You will receive an activation code by your choice of method(s) of communication. Enter this code on the screen as instructed.
- Click on the login button on the bottom left of the page.
- You are now at the login screen. Use the new username and password that you created.
- You can view your coverage, information, update information, add/delete dependents, etc.
Note: Take this opportunity to explore this site. This is where you will complete open enrollment options. You have 20 days from your hire date to complete the registration and choose your health insurance coverage that will be in place until December 31.
Transfers
If you are transferring from another school system in Georgia and currently have health benefits, your benefits will transfer to GCSS. You will want to login to the enrollment portal to confirm that the transfer has been made.
How to Enroll in Supplemental Benefits?
- For first time users, visit our Employee Benefits Center website.
- To log on you will need a username and password.
- Your username is up to the first six letters of your last name, first letter of first name and the last four numbers of your social security number.
- Your password is your social security number without dashes. You will then be asked to create a new password and set up your security questions.

Sick Leave
Each employee earns 1 ¼ days of sick leave per month (12 ½ days per year for 10 month employees; 13 ¾ days per year for 11 month employees and 15 days per year for 12 month employees). You can use 3 days of your accrued sick leave per year for personal leave. You can continue to accumulate leave up to a maximum of 45 days. Any leave over the maximum will not be lost it will be a credit towards your retirement. If you use more than your accumulated leave the days will be deducted from your pay.

Certification
The Compensation, Certification and Licensure Management, and Employee Records Office ensures competitive wages for all Gainesville City School District employees while also maintaining internal and external pay equity. The compensation processes include the regular audit of all GCSS jobs, job classifications, and related salary components, as well as the administration of related federal and state mandates. This office also manages the personnel document services for all district employees, ensuring that employee files are maintained accurately, safely, and in compliance with the adopted GCSS record retention schedule.
The Compensation, Certification and Licensure Management, and Employee Records Office produces annual salary schedules and work calendars for all GCSS employees and generates over 600 annual employment contracts. This office works closely with the employees of Gainesville City School District to ensure that they are provided with the information and tools necessary to understand their total compensation package.
The Compensation, Certification Management, and Employee Records Office also manages the unemployment compensation program for the district, responding to requests from the Department of Labor and representing the district in all unemployment hearings and proceedings. This department also manages the job descriptions database suite used to create, revise, and store job descriptions in a user-friendly format. This department also manages loan forgiveness requests. This department also responds to employee verification from school districts and others. This office ensures accurate and timely submission of state data reporting (CPI-certified personnel index).

Employee and Student Records
The Employee and Student Records Office also manages the personnel document services for all district employees, ensuring that employee files are maintained accurately, safely, and in compliance with the adopted GCSS record retention schedule. Student transcript requests are also handled in this office. Transcript requests require at least a 72 hour turn around and cost $3.

Transcript Requests
- Former students must present a photo ID along with a fee of $3. Checks or money orders should be made payable to Gainesville City Schools.
- If students can't appear in person, please send a photo ID via email to transcripts@gcssk12.net. Check or money order of $3 payable to Gainesville City Schools is also required to process transcript.
- Companies requesting a student's transcript must have a signed Request of Information form signed by the student and a fee of $3 will apply. Checks or money orders are payable to Gainesville City Schools and should be mailed to 508 Oak Street Gainesville, GA 30501, Attention: Student Records Clerk

FAQ - Countdown to Retirement
Q: What do I do 24 months prior to retirement?
A: Attend a TRS Half-Day Seminar about important topics including Social Security and estate planning. Check the TRS website for dates and locations throughout the State, and to register online.
Request a benefit estimate by logging into your online account and clicking “Generate Benefit Estimate” or by calling TRS.
Q: What do I do 18 months prior to retirement?
A: Research medical insurance for you and your family. Verify your post-retirement eligibility.
Review your estate plan and make sure your will, trust, and/or power of attorney are up-to-date.
Q: What do I do 12 months prior to retirement?
A: Request an estimate from the Social Security Administration.
Schedule a one-on-one counseling appointment at the TRS Atlanta office or at a location near you.
Submit a retirement letter to your principal or supervisor.
Q: What do I do 6 months prior to retirement?
A: You may start your online application process. Make sure you have decided on a retirement plan that works best for you.

A: Make sure the service credit you are eligible to purchase is paid in full. You cannot purchase service credit once you retire.

Q: What forms do I need to complete prior to retirement?
A: You must apply for retirement online, your Retirement Certification (TRS-8) and Sick Leave Certification forms will be sent directly to your employer. Once you apply for retirement, your employer will be notified and will submit the completed forms to TRS.
You must also submit your Application for Refund of Contributions online. As with the forms mentioned above, once you complete your portion of the form, your employer is automatically notified. The Sick Leave Certification form is completed after you receive your last payroll check.
Q: Can I be paid for unused vacation days?
A: In the event of retirement, resignation, or termination of employment, the individual shall be paid in a lump sum for any earned but unused days of annual leave, up to a maximum of fifteen (15) days.
Q: Can I be paid for unused sick leave?
A: No, GCSS does not pay for unused sick leave.
Typically, for every 20 days of unused sick leave you accumulate while working in a TRS covered position, TRS awards one month of service credit. Nine months of unused sick leave is equal to one year of service credit, regardless of the number of months worked per year. You must accumulate at least 60 days of unused sick leave to qualify. TRS calculates sick leave credit only after receiving Sick Leave Certification forms from all of your TRS covered employers. Your current/final employer must submit the form after your last day of work. However, your previous employers may submit the form at any time. We recommend that you provide all of your previous employers with the form well in advance of your retirement date. This will expedite the processing of your unused sick leave credit at retirement.
SICK LEAVE LIMITATIONS
Unused sick leave credit is allowed for Georgia teaching service, including repurchased Georgia teaching service and service transferred from local retirement plans. Georgia law, however, does not permit the awarding of unused sick leave credit for the following service:
⦁ Out-of-State
⦁ Study Leave

⦁ Employees’ Retirement System of Georgia
⦁ Maternity Leave
⦁ Private School
⦁ Air Time
⦁ Public School Employees Retirement System
Creditable sick leave accumulates at a maximum rate of 1¼ days per month.
⦁ If you worked in a system which awards more than 1¼ days per month, your earned total will be reduced by TRS to meet this standard.
⦁ If you worked in a system which awards less than 1¼ days per month, no adjustment will be made.
While sick leave credit cannot be used to achieve a vested status, it can be added to your creditable service at the time of your retirement. Total creditable service cannot exceed a maximum of 40 years. Also, credit can not be established if you do not have at least 60 days of unused, unpaid sick leave.

Q: Can I continue healthcare coverage at retirement?
A: You may continue health care coverage at retirement if:
⦁ You have 8+ Years of Service with a State Retirement System (but not eligible to draw an annuity in the future): Direct Pay – You can continue after active employment by paying the State Extended Coverage premiums directly to DCH – If you are under 65, you have the same options as an active employee; if 65 or over and have at least Medicare Part B, you shall enroll in either the Medicare Advantage (MA) Standard or Premium Plan
⦁ You have 8+ Years of Service with a State Retirement System (eligible to draw an annuity in the future): Direct Pay – Same as above except: when you start drawing your annuity you will need to notify State Health Benefit Plan (SHBP) to have the deductions set up
Q: Should I apply for SBHP coverage continuation as an annuitant?
A: You must apply for continued SHBP coverage for yourself and Covered Dependents within 60 days of the date your coverage as an active employee ends.
• Annuitants may request to change Plan Options if the request is made within 31 days of retirement.
Q: What are my responsibilities?
A: Read and make sure you understand the plan materials posted at www.dch.georgia.gov/shbp and other information and take the required actions.
To update any changes in your address, make the correction online at www.mySHBPga.adp.com during ROCP or call SHBP Member Services for assistance at 800- 610-1863.
Pay all required premiums by the due date if they are not automatically deducted from your retirement annuity.
Notify SHBP whenever you have a change in covered dependents (within 31 days of a Qualifying Event).
Notify SHBP when you, a covered spouse, or dependent gain Medicare coverage within 31 days, including gaining coverage as a result of End Stage Renal Disease (ESRD).
Continue to pay your Medicare Part B premium if you are in a Medicare Advantage (MA) Preferred Provider Organization (PPO) option.
Q: When will I receive my last payroll check from Gainesville City Schools?

FAQ - Leaves and Absences
Paid sick leave is a benefit offered to employees of Gainesville City Schools. It is income protection in case of illness because employees are not paid if they exhaust their sick leave.
Additionally, it is a valuable benefit that professional employees eligible for the Teacher Retirement System (TRS) can accrue and use toward early retirement or use in the calculation of retirement benefits. Employees must accrue a minimum of 60 sick leave days in order to use toward retirement.
Q: How many sick days do employees get each year?
A: Sick days are earned at the rate of 1.25 per month for each completed month of service. Three of the days earned may be used for personal leave. Employees are given half of their sick leave days on August 1 and the remaining half on January 1. Any overuse of leave will result in leave without pay.
Q: How many personal days do employees get each year?
A: Employees may use three sick leave days for personal reasons, provided they are approved, in advance, by the principal or supervisor. Personal leave must be completed via Employee Self Service and approved by the Superintendent or his or her designee five (5) working days prior to requested leave.
Unless otherwise approved by the Superintendent or his or her designee, personal leave will not be granted during pre-planning, post-planning, staff development days or on the day before or day after holidays. Employees are not required to disclose the purpose for which such absence is sought.
Q: Does unused personal leave carry over to the next school year?
A: Not as personal days, but they do carry over as sick leave days.
Q: Where are sick and personal leave forms located?
A: All employees must log into GCSS Employee Self Service at Gainesville City Schools Self Service to complete sick, personal, or annual leave requests.
Q: How do I find out how many sick leave days I have?
A: Log into GCSS Employee Self Service at Gainesville City Schools Self Service. Sick leave days are also printed on your paycheck stub.
Q: May I donate sick leave days to someone who doesn’t have any?
A: An employee may donate up to ten sick leave days to his or her spouse, if such spouse is also an employee, for purposes of maternity leave, illness, illness of a family member, or death of a family member.
Q: How do I join the sick leave bank?
A: The annual open enrollment period is between October 1 and October 31.Any employee entitled to sick leave in the system may become a member. You must sign up on the Employee Self Service webpage during the annual sick leave bank open enrollment period.
Q: Can I get days from the sick leave bank for days I have the flu, stomach virus, strep, etc. or if my child does?
A: Employees who are members of the sick bank may apply for days from the sick bank provided they meet all guidelines and regulations of the sick leave bank policy. Typically, absences for illnesses that would be considered basic would not qualify.
Q: Who earns vacation days?
A: All full time 12 month employees earn vacation days at the rate of 1.25 days per completed month of service. Leave must be earned before taken. No frontage of leave is allowed. Any unearned leave taken will result in leave without pay.
Q: Can vacation days carry over to the following year?
A: A full time 12-month employee may carry over a maximum of ten (10) unused vacation days from one fiscal year to the next, but his or her total accrued vacation may not exceed twenty five (25) days.
Q: Can I be paid for unused vacation days?
A: In the event of retirement, resignation, or termination of employment, the individual shall be paid in a lump sum for any earned but unused days of annual leave, up to a maximum of fifteen (15) days.
Q: Can I be paid for unused sick leave?
A: No, GCSS does not pay for unused sick leave.
Any unused sick or personal leave accumulated shall be credited to such personnel and shall be transferred when there is a change in the employment of such personnel from one local board of education to another or from a local board of education to an unclassified position in the Department of Education.
Any accumulated unused sick or personal leave credited to personnel shall be forfeited if such personnel withdraw from service for a period of 12 or more consecutive months, unless the withdrawal from service is for educational leave to seek a higher level or different field of certification and provided that the withdrawal from service for this purpose is for no longer than 24 consecutive months.
Q: What is Family and Medical Leave (FMLA)?
A: Employees of the Board who have been employed by the Board for at least 12 months and who have worked at least 1250 hours during the 12 month period immediately preceding the commencement of the leave are eligible to take unpaid leave under the FMLA.
AMOUNT AND TYPE OF LEAVE TAKEN
An eligible employee may request leave for one or more of the following reasons:
⦁ Birth of a son or daughter and to care for the newborn child;
⦁ Adoption or foster placement with the employee of a son or daughter and to care for the newly placed child;
⦁ To care for the employee's spouse, son, daughter or parent, if that person has a serious health condition;
⦁ Serious health condition of the employee that prevents the employee from performing his/her job functions;
⦁ Any qualifying exigency arising from the fact that the employee’s family member (the covered service member) is on covered active duty. Qualifying exigencies are defined as short-notice deployment (seven or less calendar days); military events and related activities; childcare and school activities; financial and legal arrangements; counseling; rest and recuperation (up to fifteen calendar days per instance); parental care; post-deployment activities; additional activities where the employer and employee agree that the leave is an exigency and agree to both timing and duration of the leave; and
⦁ Military caregiver leave to care for a covered service member with a serious injury or illness if the employee is the spouse, son, daughter, parent, or next of kin of the service member.
In the event of the birth, adoption or foster placement of a son or daughter, all leave must be completed within twelve months after the birth, adoption or foster placement.
Except as provided below, an employee may take up to a total of 12 weeks leave during any twelve-month period. A "rolling year" shall be used to determine the twelve-month period during which the leave entitlement may occur. That is, each time an employee takes FMLA leave, the remaining leave entitlement would be any balance of the number of weeks that has not been used during the immediately preceding 12 months. See 29 C.F.R. § 825.200(b)(4).
If both spouses work for the District and both are eligible for FMLA leave, they are authorized to take only a combined total of 12 weeks leave during any one 12 month period to care for a newborn or adopted child, a child placed with the employee for foster care, or a parent with a serious health condition. Both spouses are authorized to take leave for twelve (12) weeks to care for a spouse or child with a serious health condition.
INTERMITTENT OR REDUCED LEAVE
An employee may take leave on an intermittent or reduced leave schedule where it is medically necessary due to the serious health condition of a covered family member, the employee, or the serious injury or illness of a covered service member, or when necessary because of a qualifying exigency. The District will require a certification, in the form designated by the District, to document the necessity of such intermittent leave or reduced schedule leave.
Q: What is Paid Parental Leave (PPL)?
A: An employee of the Board of Education shall be eligible for paid parental leave for qualifying life events upon satisfying the following criteria:
a. The employee is classified as full-time by the District and is eligible to participate in the TRS (Teacher Retirement System of Georgia) or the PSERS (Public School Employees Retirement System); and
b. The employee has six continuous months of employment with the Board, regardless of whether he or she is eligible for paid or unpaid leave under federal law. An employee paid on an hourly basis must have worked a minimum of 700 hours over the six-month period immediately preceding the requested paid parental leave date
A qualifying life event means:
a. The birth of a child of an eligible employee;
b. The placement of a minor child for adoption with an eligible employee; or
c. The placement of a minor child for foster care with an eligible employee.
The maximum amount of paid parental leave that may be taken by an eligible employee during a rolling 12 month period is 120 hours, regardless of the number of qualifying life events that occur during such period.
a. The rolling 12 month period shall be measured backward from the date an eligible employee first uses parental leave.
b. Parental leave may be taken as needed and may be taken in increments of less than eight hours. The smallest increment of parental leave that may be taken is 4 hours.
c. Any unused paid parental leave that remains 12 months after the qualifying event shall not carry over for future use.
d. Unused paid parental leave shall have no cash value at any time of the eligible employee’s separation from employment with the Board of Education.
Paid parental leave under state law shall run concurrently with any leave provided under federal law.
Eligible employees requesting paid parental leave must submit the district’s designated form to the Superintendent or designee at least 30 school days in advance of the requested leave start date.
The Superintendent or designee shall develop paperwork needed to administer paid parental leave, which shall specify the documentation required to establish the existence of a qualifying life event.

SECTION 504 INFORMATIONAL NOTICE
